To whom was referred a Bill (H. 4486) to amend the South Carolina Code of Laws by adding Section 44-55-655 so as to authorize the Department of Health and Environmental control to create a pilot program, etc., respectfully
Report:
That they have duly and carefully considered the same, and recommend that the same do pass with amendment:
Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:
SECTION X. Section 40-65-40 of the S.C. Code is amended by adding:
(8) A professional engineer licensed by the South Carolina State Board of Registration for Professional Engineers and Surveyors who has been certified by The Department of Environmental Services as successfully completing their onsite wastewater training program, solely for purposes of performing soil evaluations in connection with a conventional onsite wastewater system, provided that the engineer has appropriate bonding and insurance.
Renumber sections to conform.

TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 44-55-655 SO AS TO AUTHORIZE THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL TO CREATE A PILOT PROGRAM THAT ALLOWS CERTAIN SEPTIC TANK INSTALLERS TO conduct septic tank field evaluation TESTS FOR THE DEPARTMENT.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 7, Chapter 55, Title 44 of the S.C. Code is amended by adding:
Section 44-55-655. The department, at its sole discretion, is authorized to create a pilot program in designated areas of the State that allow septic tank installers to conduct septic tank field evaluation tests for the department. The septic tank installer must hold a valid license, as deemed appropriate by the department and be in good standing. Septic tank installers that want to participate in the pilot program must register with and be granted written approval by the department. The written approval must be available upon request to the person or entity for whom the work is being completed.
SECTION 2. This act takes effect upon approval by the Governor.
