A house RESOLUTION

 

to recognize and honor Robert D. Harter, United States Army Major General, for his service at Fort Jackson and to congratulate him upon his appointment to the grade of lieutenant general.

 

Whereas, the South Carolina House of Representatives is pleased to learn that United States Army Major General Robert Harter has been appointed to the grade of Lieutenant General with assignment as chief of Army Reserve in Washington, D. C., and commanding general of the United States Army Reserve at Fort Liberty, North Carolina; and

 

Whereas, Major General Harter has been serving as commanding general (Troop Program Unit) of the 81st Readiness Division at Fort Jackson since September 20, 2022. As he goes from local command in South Carolina, he will continue to impact South Carolina in his new key 3-Star positions; and

 

Whereas, prior to coming to Fort Jackson, he served as the Deputy Chief of Army Reserve in the Office of the Chief of Army Reserve (OCAR) at the Army Pentagon in Washington, D. C.; and

 

Whereas, a native of both Alaska and Virginia, Major General Harter earned a bachelor's degree in business and communications from Virginia Tech and was commissioned in the Field Artillery Corps in 1988. He earned a master's degree in national security strategy from the National War College; and

 

Whereas, his prior general officer assignments include the Assistant DCG for Reserve Affairs and full-time Chief of Staff for United States Army Materiel Command (AMC) at Redstone Arsenal in Alabama, where he was responsible for integrating headquarters operations in support of AMC's global sustainment mission set. He was Commanding General of the 316th Sustainment Command (Expeditionary) where he deployed to CENTCOM in support of Operation Spartan Shield, Inherent Resolve, and Enduring Freedom. He was Chief of Staff and G3 for OCAR, and he was the Army Reserve senior representative to the 39th Army Chief of Staff of the Army Transition Team; and

 

Whereas, Major General's active duty assignments have included the 11th Armored Cavalry Regiment in Bad Hersfeld, Germany, where he participated in multiple border security missions before the fall of the Berlin Wall and German reunification and from which he deployed to Saudi Arabia and Kuwait in support of Operation Desert Storm.  He served as a Group Maintenance Officer and Battalion Operations Officer of the 101st Corps Support Group, and as the commander of the 584th Direct Support Maintenance Company in Fort Campbell, Kentucky. He was an instructor at the Ordnance (Ammunition) Officer Basic and Advanced Courses at Redstone Arsenal, Alabama; and

 

Whereas, he transferred from Active Duty to the Active Guard Reserve (AGR) program in 1999 where he served in a number of roles at various duty stations and from which he mobilized to Iraq in support of Operation Iraqi Freedom from 2007 to 2008; and

 

Whereas, his outstanding service has been honored with the Legion of Merit, the Bronze Star, the Defense Meritorious Service Medal, and the Parachutist and Air Assault badges. He is a graduate of the Field Artillery Officer Basic Course, Ordnance Officer Advanced Course, Combined Arms and Services Staff School, Command and General Staff College, and The CAPSTONE course; and

 

Whereas, Major General Harter and his beloved wife of thirty years, Erin, have reared three fine children; and

 

Whereas, the South Carolina House of Representatives is deeply grateful for the impact Major General Harter has had on this State during his tenure as commanding general of the 81st Readiness Division at Fort Jackson, and the members wish him a rich continuation of his storied career. Now, therefore,

 

Be it resolved by the House of Representatives:

 

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Robert D. Harter, United States Army Major General, for his service at Fort Jackson and congratulate him upon his appointment to the grade of Lieutenant General.

 

Be it further resolved that a copy of this resolution be presented to Major General Robert D. Harter.
