A house RESOLUTION

 

TO CONGRATULATE AND RECOGNIZE MAJOR GENERAL JASON E. KELLY, COMMANDING GENERAL OF THE U.S. ARMY TRAINING CENTER AND OF FORT JACKSON IN COLUMBIA, SOUTH CAROLINA, UPON HIS REASSIGNMENT AS DEPUTY COMMANDING GENERAL FOR CIVIL WORKS AND EMERGENCY OPERATIONS, U.S. ARMY CORPS OF ENGINEERS, IN WASHINGTON, D.C., AND TO WISH HIM CONTINUED SUCCESS IN ALL HIS FUTURE ENDEAVORS.

 

Whereas, the members of the South Carolina House of Representatives are pleased to recognize and honor Major General Jason E. Kelly, commanding general of the U.S. Army Training Center and of Fort Jackson in Columbia, South Carolina; and

 

Whereas, a native of Flint, Michigan, Jason Kelly attended the U.S. Military Academy at West Point, New York, and graduated in 1994 with a commission as an engineer officer. He holds a bachelor's degree in mathematics from West Point, a master's degree in engineering management from the Missouri University of Science and Technology, a master's degree in statistics from the Georgia Institute of Technology, a master's degree in joint campaign planning and strategy from the National Defense University, and a master's degree in strategic studies from the U.S. Army War College. Further, he is a graduate of the Joint Advanced Warfighter School, Combined Arms Services Staff School, and the Sapper Leader course, as well as the Engineer Officer basic and advanced courses. He is also a certified Project Management Professional; and

 

Whereas, Major General Kelly became the Army Training Center and Fort Jackson commander on August 31, 2022. Prior to taking up his duties at Fort Jackson, he served as commanding general of the U.S. Army Corps of Engineers, South Atlantic Division; and

 

Whereas, other posts include service as director, Office of the Chief of Engineers at the Pentagon, and as commander of the U.S. Army Corps of Engineers, Afghanistan District. He has held leadership positions from platoon to brigade, with duty in Asia, the Middle East, and the U.S., including as commander of the 20th Engineer Battalion in Afghanistan and as deputy commander of the 36th Engineer Brigade during Operation Iraqi Freedom/Operation New Dawn. Other key assignments include participation in the Army's Advanced Civil Schooling Program, with duty as an advanced calculus instructor in the Department of Mathematics, U.S. Military Academy, and as an aide-de-camp to the superintendent, also with the U.S. Military Academy; and

 

Whereas, his numerous awards include the Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Meritorious Unit Award, National Defense Service Medal, and Kosovo Campaign Medal With Bronze Star Device. In addition, he is the recipient of the Army Engineer Association's Bronze Order of the de Fleury Medal and Silver Order of the de Fleury Medal; and

 

Whereas, Major General Kelly will leave Fort Jackson later in 2024 to become deputy commanding general for Civil Works and Emergency Operations, U.S. Army Corps of Engineers, in Washington, D.C. Fort Jackson Deputy Chief of Staff Gerald D. Henderson, Jr., offers this praise for Fort Jackson's departing commanding general: "Under Major General Kelly, Fort Jackson has perfected making American soldiers that are disciplined, fit members of our team and has provided a legacy of energy, innovation, teamwork, and genuine care for the soldiers, civilians, families, and retirees within his command and our surrounding communities"; and

 

Whereas, the South Carolina House of Representatives is deeply grateful for the years of service that Major General Kelly has devoted to Fort Jackson and to the U.S. Army, and the members wish him continued success in his military career. Now, therefore,

 

Be it resolved by the House of Representatives:

 

That the members of the South Carolina House of Representatives, by this resolution, congratulate and recognize Major General Jason E. Kelly, commanding general of the U.S. Army Training Center and of Fort Jackson in Columbia, South Carolina, upon his reassignment as deputy commanding general for Civil Works and Emergency Operations, U.S. Army Corps of Engineers, in Washington, D.C., and wish him continued success in all his future endeavors.

 

Be it further resolved that a copy of this resolution be presented to Major General Jason E. Kelly.
