A senate RESOLUTION
TO RECOGNIZE AND HONOR BERNADETTE SHANAY STARKS, UPON THE OCCASION OF HER RETIREMENT AFTER FORTY-FIVE YEARS OF OUTSTANDING SERVICE IN COSMETOLOGY, AND TO WISH HER CONTINUED SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.
Whereas, the South Carolina Senate has learned that Bernadette Shanay Starks will begin a well-deserved retirement after forty-five years as a highly sought-after cosmetologist in Columbia; and
Whereas, born in Queens, New York, on June 11,1963, Bernadette is the daughter of the late Henry T. Young Sr. and Emmaline Preston Edmond Young. She graduated in 1981 from Eau Claire High School in Columbia and earned a cosmetology certificate from Lynn Haven Career Center; and
Whereas, Mrs. Starks has been licensed by the South Carolina Department of Labor, Licensing and Regulation with a cosmetology license since 1981 and received advanced training at Dudley's Cosmetology School in Kennerville, North Carolina; and
Whereas, she began her career in the hair industry as a wig stylist at Evergreens on Main Street and a shampoo assistant at Accent Elise Beauty Salon. She later became an entrepreneur by opening her first beauty salon, Shanay's Salon and Beauty Consultant, and opened a second salon, Creative Hair Designs; and
Whereas, after Mrs. Starks received a cosmetology instructor's license from Kenneth Schuler School for Method Teaching, she taught cosmetology to aspiring cosmetologists at Le Grand Cosmetology School, Heyward Career Center, Virginia College, Regency Beauty School, Columbia Beauty School, Paul Mitchell, and Kenneth Schuler. She taught cosmetology continuing education classes under Settles Beauty Supply; and
Whereas, dedicated to her community, Mrs. Starks sponsored youth baseball for the Eau Claire and Hyatt Park communities, provided free back-to-school styles and cuts for returning students in the Eau Claire Community, participated in career fairs in Richland School District One, and serves on the hospitality committee at her church; and
Whereas, she resides in Irmo and attends Bibleway Church of Atlas Road. Together with her beloved husband, Gregory B. Stark Sr., she reared two fine children, Gregory B. Starks Jr. and Brandon P. Starks. They have blessed her with the affection of three adoring grandchildren: Brandon Starks Jr., Dallas Starks, and Maleeyah Starks; and
Whereas, the South Carolina Senate takes great pleasure in extending best wishes to Bernadette Starks as she transitions to a richly deserved retirement and the unhurried pace of the days ahead, and the members wish her many years of enjoyment in her well-earned retirement. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, recognize and honor Bernadette Shanay Starks, upon the occasion of her retirement after forty-five years of outstanding service in cosmetology, and wish her continued success and happiness in all her future endeavors.
Be it further resolved that a copy of this resolution be presented to Bernadette Shanay Starks.
