Explanation of Fiscal Impact

State Expenditure

This joint resolution expands the scope of the Surface Water Study Committee, created in Proviso 117.184 in Act 226 of 2024, to include a study of the current state of groundwater in the state, as well as other topics related to surface water and groundwater.  This resolution also extends the due date of the study committee's report from March 1, 2025, to March 2, 2026.

 

Department of Environmental Services.  The Surface Water Study Committee was directed to consult with DES, among other organizations and agencies, to complete the work of the committee.  Expanding the scope of the study committee will not fiscally or operationally impact DES.  Therefore, there is no expenditure impact to DES.

 

The Senate and the House of Representatives.  This joint resolution may alter the responsibilities of the House and Senate representatives appointed to the Surface Water Study Committee.  Both legislative bodies indicate that any expenditures related to the study committee can be managed within existing appropriations.  Therefore, there is no expenditure impact to either legislative body.

A joint Resolution

 

to provide that the surface water study committee may study the current state of groundwater in this state and to postpone the due date of the committee's report.

 

Be it enacted by the General Assembly of the State of South Carolina:

 

SECTION 1.  Proviso 117.184 in Act 226 of 2024 created a Surface Water Study Committee to study the current state of surface water in this State. The study committee was charged with making a report of its findings to the General Assembly by March 1, 2025.

 

SECTION 2.  The study committee is authorized to expand its scope to include a study of the current state of groundwater in this State as well as other topics related to surface water and groundwater.

 

SECTION 3.  The date that the study committee's report to the General Assembly is due is changed from March 1, 2025, to March 2, 2026.

 

SECTION 4.  Proviso 117.184 remains in full force and effect except for those provisions contained in this joint resolution in conflict with the provisions in the proviso. In that case, the provisions contained in this joint resolution shall control.

 

SECTION 5.  This joint resolution takes effect upon approval by the Governor.
