A house RESOLUTION

 

to recognize and honor MUSTAFA YASIN SHEIKH, DIRECTOR GENERAL of the NATIONAL COMMUNICATIONS AUTHORITY in SOMALIA, and to congratulate him on his successful service to his country.

 

Whereas, Mustafa Yasin Sheikh has led the National Communications Authority of Somalia (NCA) as director general since 2022, securing a seat for Somalia on the International Advisory Body for Submarine Cable Resilience and reinforcing its role in global digital infrastructure security. He spearheaded Somalia's first National Emergency Telecommunications Plan (NETP) and launched the ICT Regulatory Transformational Strategy and Roadmap, aligning the country's telecom sector with international best practices; and

 

Whereas, a champion of cybersecurity and regulatory excellence, Mr. Sheikh has led the NCA to attain ISO 27001:2022 for Information Security Management Systems (ISMS) and ISO 27701:2019 for Privacy Information Management Systems (PIMS), enhancing Somalia's credibility in digital governance. His efforts have deepened regional partnerships through East African Communications Organization (EACO) membership and facilitated Somalia's Second National Cybersecurity Forum. Through strategic initiatives, he has advanced internet governance, spectrum management, and digital inclusion, particularly empowering over seventy young women through ICT training programs; and

 

Whereas, his keen leadership has given Somalia presence in the global telecommunications landscape and secured Somalia's participation in the Inclusive Early Warning System Initiative (EWS4All), using technology for disaster preparedness and emergency response. By fostering innovation, regulatory integrity, and international collaboration, he is shaping a competitive digital ecosystem. Now, therefore,

 

Be it resolved by the House of Representatives:

 

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Mustafa Yasin Sheikh, Director General of the National Communications Authority in Somalia, and congratulate him on his successful service to his country.

 

Be it further resolved that a copy of this resolution be presented to Mustafa Yasin Sheikh.
