    AN ACT TO AMEND SECTION 23-31-600, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO IDENTIFICATION CARDS ISSUED TO AND FIREARM QUALIFICATION PROVIDED FOR RETIRED LAW ENFORCEMENT PERSONNEL, SO AS TO REVISE THE DEFINITION OF THE TERMS "IDENTIFICATION CARD" AND "QUALIFIED RETIRED LAW ENFORCEMENT OFFICER", TO MAKE TECHNICAL CHANGES, TO PROVIDE THAT AN AGENCY OR DEPARTMENT OF THIS STATE MAY ISSUE IDENTIFICATION CARDS, AND TO ELIMINATE THE FEE IMPOSED TO OBTAIN AN IDENTIFICATION CARD. - ratified title
