    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-25-115 so as to provide that persons applying for initial certification to become certified education personnel shall undergo certain fingerprint reviews, and to provide that the fees charged for these reviews must be paid by the applicant.
