A Bill to amend Title 44, Code of Laws of South Carolina, 1976, relating to health, by adding Chapter 60, so as to enact the South Carolina Drug Impaired Infants Act, which provides procedures for the drug testing of a newborn child under certain conditions, and provides that a newborn child testing positive for these substances under these conditions is considered neglected for purposes of family court jurisdiction.
