    A Bill to amend Section 7-13-70, as amended, Code of Laws of South Carolina, 1976, relating to the authority to appoint a clerk for each polling place in a primary, special, or municipal election, so as to clarify that the authority to appoint a clerk is vested in the authority responsible by law for conducting the election rather than in the commissioners of election.
