    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 14-7-455 so as to provide that the clerk of court of a county may serve a summons for jury duty by first class mail, or, in the alternative, that the clerk of court may contract with the State Election Commission for the service of a summons for jury duty by first class mail, to provide that should the clerk of court decide not to summon jurors, jurors must continue to be summoned as provided by law, and to amend Section 14-7-465 so as to provide that the clerk of court of any county may serve a summons for jury duty by certified mail with return receipt requested and if he decides not to use the procedure provided by this Section the Sheriff must continue to serve jurors as provided by law.-amended title
