    A Bill to require state agencies to encourage an environment that is barrier free to the handicapped; to provide that, after January 1, 1984, all meetings and conferences of state agencies involving public participation must be held in a place and manner that is accessible to the handicapped, except for compelling reasons otherwise; and to require the South Carolina Board for Barrier Free Design to establish and distribute guidelines for accessibility and provide assistance to state agencies in complying with this Act.
