    A BILL TO AMEND SECTION 4-10-30, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE REFERENDUM AND BALLOT FOR THE IMPOSITION OF THE LOCAL SALES AND USE TAX, SO AS TO PROVIDE THAT A REFERENDUM TO IMPOSE THE TAX MAY BE HELD ONLY AT THE TIME OF THE GENERAL ELECTION.
