    A Joint Resolution to provide that for the year 1981 only when the General Assembly pursuant to Resolution recesses for a period of six or more consecutive calendar days, the ninety-day period for Legislative Review of state agency regulations as contained in the Administrative Procedures Act shall cease to run from the first day of such recess until the General Assembly reconvenes in statewide session at the end of such recess.
