    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-1-45 SO AS TO PROVIDE THAT THE DEPARTMENT OF MOTOR VEHICLES MAY NOT ISSUE CERTAIN MOTOR VEHICLE LICENSES OR A BEGINNER'S PERMIT TO OR RENEW THE DRIVING PRIVILEGE OF A PERSON WHO IS LESS THAN EIGHTEEN YEARS OF AGE AND IS NOT ENROLLED IN SCHOOL OR HAS NOT GRADUATED FROM HIGH SCHOOL, AND TO PROVIDE FOR THE SUSPENSION OF THE PRIVILEGE TO DRIVE OF A PERSON WHO HAS DROPPED OUT OF HIGH SCHOOL.
