    A Bill to amend Section 20-7-3230, Code of Laws of South Carolina, 1976, relating to institutional services to be provided by the Department of Youth Services, so as to provide for the department to establish and maintain residential and nonresidential reception and evaluation centers to receive, examine, and evaluate children committed to its custody, provide that the commitment to any center or youth correctional institution of the department may be made only after the child has been adjudicated delinquent, and to designate the reception and evaluation center located in Columbia as "The William J. Goldsmith Reception and Evaluation Center".
