    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 56-5-2952 so as to make it unlawful for persons under the age of twenty-one to operate a motor vehicle with a blood alcohol content of one one-hundredth of one percent or greater by weight of alcohol, to provide penalties for violations, to provide that those persons have given their implied consent to certain tests to determine the alcohol content of their blood, to provide the manner in which and procedures under which these tests must be administered, and to provide for certain suspensions of the driving privileges of those persons who refuse to take tests or whose blood alcohol content, as a result of the tests, is one one-hundredths of one percent or greater.
