    A Bill to amend Section 55-11-340, Code of Laws of South Carolina, 1976, relating to the powers and duties of the Richland-Lexington Airport Commission, so as to authorize the Commission to own and provide maintenance of postal facilities within the Richland-Lexington Airport District; and to amend Act 292 of 1985, relating to the Richland-Lexington Airport Commission, so as to provide for the establishment, ownership, operation, and management by the District of foreign trade subzones at geographical locations consistent with limitations imposed by the Foreign-Trade Zone Act even though these locations may be outside the geographical boundaries of the District.
