    A bill to amend Section 56-1-400, Code of Laws of South Carolina, 1976, relating to suspension of a driver's license, so as to provide that the Department may not issue a new license following suspension unless the Register of Mesne Conveyances or the Clerk of Court of the county in which the conviction occurred certifies that the fine owed by the driver has been paid and that the suspension has been lifted.
