    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-67-565, so as to provide that any unexpended appropriations for purchase of gasoline for the transportation of school pupils at the end of any fiscal year must be transferred and added to appropriations for capital improvements for school facilities.
