    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 44-23-260 so as to provide that state or local law enforcement officers may not transport persons confined to a mental health or mental retardation facility except a person charged with or convicted of a criminal offense and to provide exceptions.
