    A Bill to provide that in the public schools pupils shall attend primary schools which shall not be based on age, except in certain circumstances, nor maintain traditional kindergarten through grade three but which shall be based on progress measured by periodic testing and evaluation, and require the State Board of Education to provide for the implementation of this Act by necessary regulations and directives.
