A Bill to amend Section 40-39-20, Code of Laws of South Carolina, 1976, relating to the licensing of pawnbrokers, so as to require a pawnbroker to be a citizen of the United States for at least three years prior to his licensure and also a resident of this State for three years immediately prior to his licensure, and to amend the Code by adding Section 40-39-75 so as to provide for certain notification to owners of pawned or pledged goods if these goods are seized by law enforcement officers due to a violation of law by the pawnbroker.
