    A Bill by the Orangeburg Delegation to amend Act 245 of 1983, as amended, relating to the budgets of school districts in Orangeburg County, so as to provide one additional mill to be levied in the county and used by the Orangeburg County Board of Education for fiscal year 1989-90 only, to authorize a school district to raise its millage only up to an additional five mills during fiscal years 1989-90 and 1990-91, and to provide that after June 30, 1991, no school district may raise its millage except by referendum.-amended title
