H 4040 General Bill, By B.E. Thrailkill
    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 27-40-415 so as to provide that a landlord shall deposit all security deposits and prepaid rent in an interest bearing escrow account and pay a tenant the interest earned when the deposit or rent is returned and to require their return with interest after one year if the tenant has not been delinquent in any payment during that period.
