    A Bill to amend Chapter 3 of Title 16, Code of Laws of South Carolina, 1976, relating to the offense of murder, so as to prohibit the execution of mentally retarded persons, to define mentally retarded person and to provide a procedure for determining when a person is mentally retarded; to amend Section 16-3-20, Code of Laws of South Carolina, 1976, relating to the punishment for murder, so as to prohibit the execution of mentally retarded persons.
