    A BILL TO AMEND SECTION 59-19-45, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO ORIENTATION FOR SCHOOL DISTRICT BOARDS OF TRUSTEES AND COUNTY BOARDS OF EDUCATION, SO AS TO REQUIRE THE STATE DEPARTMENT OF EDUCATION TO KEEP A RECORD OF THE TRUSTEES WHO COMPLETE THE ORIENTATION PROGRAM; TO AMEND SECTION 59-18-900, AS AMENDED, RELATING TO THE DEVELOPMENT AND CONTENT OF ANNUAL REPORT CARDS FOR SCHOOLS AND SCHOOL DISTRICTS, SO AS TO REQUIRE THE PERCENTAGE OF NEW TRUSTEES WHO COMPLETE THE ORIENTATION PROGRAM TO BE REFLECTED IN THE DISTRICT'S ANNUAL REPORT CARD; AND TO ADD SECTION 59-40-200 SO AS TO PROVIDE THAT IF A PROVISION IN THE SOUTH CAROLINA CHARTER SCHOOL ACT OF 1996 IS FOUND UNCONSTITUTIONAL, THE REMAINING PROVISIONS OF THAT ACT ARE VALID AND ARE NOT AFFECTED BY THE UNCONSTITUTIONAL PROVISION.-amended title
