    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 8-1-15 SO AS TO PROVIDE THAT AN INDIVIDUAL WHO OWES THE STATE ETHICS COMMISSION UNPAID FINES OR OTHER MONIES MAY NOT BE ELECTED, REELECTED, OR APPOINTED TO A PUBLIC OFFICE WHOSE QUALIFICATIONS ARE NOT DEFINED IN THE CONSTITUTION.
