    A Bill to amend Section 56-5-2945, as amended, Code of Laws of South Carolina, 1976, relating to penalties assessed against a person who drives under the influence of alcohol, drugs, or a combination of alcohol and drugs, so as to provide that a person who has been convicted of driving under the influence in which a death occurs may only apply for a special restricted driver's license after he has completed his sentence and after his mandatory period of suspension has expired.
