    A Bill to amend Chapter 31, Title 56, Code of Laws of South Carolina, 1976, relating to the rental of private passenger motor vehicles by adding Section 56-31-50 so as to provide that rental companies engaged in the business of renting private passenger motor vehicles for periods of thirty-one days or less shall collect certain surcharges on all rental contracts and to provide for the use of the revenue generated by these surcharges.
