    A Bill to amend Title 29, Code of Laws of South Carolina, 1976, relating to mortgages and other liens, to enact the "Health Care Claim Recovery Act" by adding Chapter 17 so as to provide for a lien for the recovery of the cost of medical services rendered and to provide procedures for perfecting, challenging, and enforcing the lien.
