A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 12-27-15 so as to prohibit the use of gasoline and other motor fuels tax revenues for purposes other than those provided when originally imposed except by separate legislation enacted solely for that purpose by a special vote of the General Assembly, to define special vote, and to provide that this prohibition must not be amended or repealed except by a special vote of the General Assembly.
