    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 39-5-31 SO AS TO MAKE IT AN UNLAWFUL TRADE PRACTICE TO INCLUDE A NEGOTIABLE INSTRUMENT IN A SOLICITATION IF THE NEGOTIATION OF THE INSTRUMENT BY THE ADDRESSEE CREATES A CONTRACT FOR THE SOLICITED PURCHASE.
