    A Bill to amend Section 12-43-300, as amended, Code of Laws of South Carolina, 1976, relating to property tax reassessment notices and appeals, so as to extend the time for filing appeals in reassessment years from within thirty days of the date of the mailing of the reassessment notice to January fifteenth next succeeding the mailing of the notice.
