    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 12-37-2645 so as to provide that in computing whether or not an owner of a motor vehicle for ad valorem tax purposes qualifies for a high mileage discount, no differential in mileage between domestic and foreign vehicles may be used.
