    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 1-11-420 so as to prescribe the duties of the State Budget and Control Board with respect to the specifications for, receipt of, printing, and distribution of annual reports of state agencies, departments, and institutions, and to prohibit the printing of the reports in multicolor format except when that format can be obtained at the same cost as black and white printing and to prohibit the printing of pictures of governing board members and agency officers and employees.-amended title
