    A Joint Resolution to amend Section 2 of Act 255 of 1981, relating to the millage to be levied in Marion County for school purposes for the fiscal year beginning July 1, 1981, and ending June 30, 1982, so as to require that the twenty-five mills for Brittons Neck District No. 4, levied specifically for operating purposes, be paid directly to that district, retroactive to July 1, 1981, and to eliminate the requirement that the County Board must transfer five mills equally to all districts based on average daily membership.
