    A BILL TO AMEND SECTION 56-3-2320, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF DEALER AND WHOLESALER LICENSE PLATES BY THE DEPARTMENT OF MOTOR VEHICLES, SO AS TO DELETE THE PROVISIONS THAT REQUIRE A DEALER TO RECORD A MINIMUM NUMBER OF MOTOR VEHICLE SALES OR ESTIMATED SALES BEFORE HE MAY BE ISSUED A DEALER LICENSE PLATE.
