A Joint Resolution to allow a state income tax deduction for the 1990 taxable year for unreimbursed expenses for repairs to legal residences structurally damaged or destroyed by Hurricane Hugo in an amount equal to the nondeductible portion of the casualty loss on the taxpayer's residence on his 1988, 1989, and 1990 federal income tax returns if the residence is located in a county declared a federal disaster area and the repairs or replacement are completed by a resident of this state, and to provide the method for claiming the deduction
