    A Bill to amend Chapter 3 of Title 40, Code of Laws of South Carolina, 1976, relating to architects, so as to provide for reviewing of construction instead of supervision of construction in the definition of "architectural practice"; to delete the requirement that an architect must be not less than twenty-five and of good moral character; to increase the members of the State Board of Architectural Examiners from 5 to 6 to include a representative of the general public and to delete the provision that one may be an engineering professor; to provide that the regulations promulgated by the Board may prohibit competitive bidding; to provide for the qualifications for examination to practice architecture to include after June 30, 1989, the requirement of a national architectural accrediting board accredited professional degree in architecture, and to provide that three years in the employ of a practicing architect is required after June 30, 1989; to provide for certain circumstances under which certificates of registration may be denied; to provide for firms and professional associations to be included with corporations and partnerships as practicing architecture; to provide for certain work by general contractors and home builders to be excluded from the provisions of this Chapter; to delete the provision that excludes the drafting, sale, or purchase of house plans from the provisions of this Chapter; to provide for the preparations of plans and specifications for certain buildings to be excluded from the provisions of this Chapter if they are signed by the authors with the true title of their occupations; to provide for the service of any notice upon nonresident architects and architects who cannot be found at their usual abodes or places of business; and to reauthorize the existence of the Board of Architectural Examiners for six years.
