TO AMEND SECTION 56-5-1520, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO TRAFFIC REGULATION, GENERAL RULES AS TO MAXIMUM SPEED LIMITS, THE PROVISION THAT LOWER SPEEDS MAY BE REQUIRED, CREDITING PORTIONS OF CERTAIN FINES TO THE STATE HIGHWAY FUND, AND EXPENDITURE OF THOSE FUNDS, SO AS TO REQUIRE THE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION TO CONSIDER, WITH RESPECT TO THE EXPENDITURE OF THE FUNDS, ONLY THE NEED FOR ADDITIONAL STATE TROOPERS AND THE UPGRADING OF THEIR SALARIES, RATHER THAN "FIRST CONSIDER THE NEED FOR ADDITIONAL HIGHWAY PATROLMEN".
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 56-5-1520(f) of the 1976 Code is amended to read:
"(f) Five dollars of the fines listed in subsection (d)(3) and (4) must be credited to the State Highway Fund. In expending the funds credited to the State Highway Fund under subsection (d), the department first shall consider only the need for additional highway patrolmen state troopers and the upgrading of state troopers' salaries."
SECTION 2. This act takes effect upon approval by the Governor.
