    A BILL TO AMEND SECTION 54-3-20, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE APPOINTMENT OF MEMBERS OF THE BOARD OF THE SOUTH CAROLINA STATE PORTS AUTHORITY, SO AS TO PROVIDE THAT MEMBERS SHALL BE APPOINTED FROM THE CONGRESSIONAL DISTRICTS AND THE STATE AT LARGE AND MUST BE APPOINTED TO STAGGERED TERMS NO LATER THAN MARCH 1, 2005.
