    A Bill to amend Section 38-37-520, Code of Laws of South Carolina, 1976, relating to the authority of the State Rate and Statistical Division within the Department of Insurance, to establish risk and territorial classifications for automobile insurance, and Section 38-37-540, relating to the uniform statistical plans established by the Chief Insurance Commissioner through the Rate Division, so as to eliminate the authority to use territorial classifications for the purpose of establishing risks or rates.
