    A JOINT RESOLUTION TO PROVIDE THAT UNTIL JUNE 30, 2011, THERE ARE NO RESTRICTIONS ON THE TYPES OF APPLICANTS OR ORGANIZATIONS THAT MAY APPLY FOR A SPECIAL FIFTEEN-DAY BEER AND WINE PERMIT AUTHORIZED BY SECTION 61-4-550 OF THE 1976 CODE IF THE APPLICANT MEETS ALL OTHER REQUIREMENTS OF THE SECTION AND ALL OTHER REQUIREMENTS OF LAW AS DETERMINED BY THE DEPARTMENT OF REVENUE. - ratified title
