    A Bill to amend Act 462 of 1978, as amended, relating to the definition of handicapped persons and penalties for violation of parking privileges for these persons, so as to include within the definition of handicapped any person who is determined by the Social Security Administration or the Veterans Administration as being totally and permanently disabled and to increase the penalties from a fine of not more than five dollars to a fine of not more than twenty-five dollars or imprisonment for not more than thirty days.
