A Bill to amend Chapter 5, Title 30, Code of Laws of South Carolina, 1976, relating to recording generally, by adding Section 30-5-11 so as to provide that in the event of a vacancy in the office of register of mesne conveyances in a county which elects its register of mesne conveyances it must be filled for the remainder of the unexpired term by appointment of the Governor upon the recommendation of a majority of the members of the General Assembly representing that county.
