    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 13-7-45, so as to permit the Department of Health and Environmental Control to promulgate regulations and establish a schedule for the collection of annual fees for the licensing and registration of users of ionizing radiation; to provide a penalty for failure to pay the required fees; and to provide for the revocation of licensing and registration, the payment of an additional penalty for failure to pay the required fees, and a method for the reinstatement of registration and licensing.-at
