Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
Eternal Father, we are grateful for these moments of prayer when we turn from the noise of many sounds and the pressure of many duties to know "You will keep in perfect peace those whose minds are stayed on You". Take, we pray, our fallible Judgments and limited horizons and transform them according to Your Word. Match us to the times in which we live that we may face with clear consciences the gaze of our contemporaries and the verdict of posterity. Help us to store our minds with Your truths and our hearts with Your understanding that we may be calm in crisis, strong under stress.
We make our prayer in the Name of Jesus, our Lord. Amen.
After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
The following Bill was taken up, read the third time, and ordered sent to the Senate:

Bradley: A BILL TO AMEND SECTION 29-15-90, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE LIEN OF LAUNDRIES, DRY CLEANING ESTABLISHMENTS, AND OTHER ESTABLISHMENTS ENGAGED IN THE CLEANING OR ALTERATION OF PERSONAL PROPERTY, SO AS TO DELETE THE REQUIREMENT THAT THE MAIL, REQUIRED TO BE SENT TO THE PERSON LEAVING THE PROPERTY AT THE ESTABLISHMENT BEFORE THE PROPERTY MAY BE SOLD, BE REGISTERED WITH RETURN RECEIPT REQUESTED.

Brown: A CONCURRENT RESOLUTION TO DESIGNATE WEDNESDAY, APRIL 1, 1987, AS "HANDICAPPED CHILDREN'S DAY", TO ENDORSE THE "B.A.C.-COFFEE DAY FOR HANDICAPPED CHILDREN" PROJECT AND OTHER OUTSTANDING PROGRAMS OF THE EASTER SEAL SOCIETY OF SOUTH CAROLINA, AND TO PROVIDE FOR A JOINT SESSION OF THE GENERAL ASSEMBLY AT 12:00 NOON ON WEDNESDAY, APRIL 1, 1987, AT WHICH TIME THE STATE EASTER SEAL REPRESENTATIVES AND THEIR PARENTS WILL BE PRESENTED TO THE GENERAL ASSEMBLY.

Edwards, Davenport, Ferguson, Hawkins, McGinnis, Petty, Russell and Wells: A CONCURRENT RESOLUTION CONGRATULATING SPARTANBURG COUNTY SHERIFF LARRY SMITH UPON BEING NAMED SHERIFF OF THE YEAR BY THE SOUTH CAROLINA SHERIFFS ASSOCIATION AND COMMENDING HIM FOR HIS OUTSTANDING WORK AND DEDICATION.
H. 2403 -- Reps. Edwards and Russell: A CONCURRENT RESOLUTION COMMENDING DR. WILLIAM THOMASIA (BILL) HENDRIX OF SPARTANBURG COUNTY FOR HIS LONG AND SPLENDID SERVICE TO THE PEOPLE OF SPARTANBURG COUNTY AS A PHYSICIAN.
