EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE GENERAL ASSEMBLY FOR THE DISTINGUISHED SERVICE OF S. HUNTER HOWARD, JR., AS CHAIRMAN OF THE SOUTH CAROLINA TAX COMMISSION.
Whereas, the members of the General Assembly note that the Honorable S. Hunter Howard, Jr., Chairman of the South Carolina Tax Commission, as of January 16, 1992, has accepted the position of Executive Vice-President of the South Carolina Chamber of Commerce; and
Whereas, Mr. Howard, first appointed to the Tax Commission in 1982 and its chairman since 1986, brought to the commission a distinguished career in public service as a former member of the South Carolina House of Representatives and a wealth of technical knowledge in the field of taxation as a certified public accountant; and
Whereas, in his career at the commission, Mr. Howard has been instrumental in developing and implementing programs that have enabled the agency to break new ground in tax administration, including paving the way for statewide electronic filing, simplification of the tax laws, and adoption of the Federal Internal Revenue Code as the basis for South Carolina income taxation; and
Whereas, his distinguished record of service and energy in promoting efficient tax administration was recognized when he was in 1991 named a special assistant to the deputy commissioner of the Internal Revenue Service on special detail to implement programs for expediting relationships between the Internal Revenue Service and state revenue departments; and
Whereas, the commission has benefited from the leadership of this distinguished public servant who has labored tirelessly to promote the efficient and fair implementation of the tax laws enacted by the General Assembly; and
Whereas, it is appropriate for the members of the General Assembly to pause in their deliberations so that they might express their appreciation for the distinguished service of Mr. S. Hunter Howard, Jr., as a member and Chairman of the South Carolina Tax Commission and to wish him well in the future as he undertakes his responsibilities with the South Carolina Chamber of Commerce. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly express their appreciation for the distinguished service of S. Hunter Howard, Jr., as Chairman of the South Carolina Tax Commission.
Be it further resolved that a copy of this resolution be forwarded to Mr. S. Hunter Howard, Jr.
