H. 4370, a Concurrent Resolution, proposes to encourage and support the relocation of the National Medal of Honor Museum to Patriots Point Naval and Maritime Museum; and that Patriots Point Development Authority use certain monies to assist in these relocation costs and that the Division of General Services of the Budget and Control Board restructure payment of the balance of the loan authorized in Act 623 of 1990 for a five-year period without the payment of interest.
Enactment of H. 4370 would have a minimal effect on the State's General fund. Although this resolution specifies that certain state agencies engage in certain activities, including the expenditures of funds, the majority of these activities would not require the need for additional general fund revenues.
The Division of General Services indicates that $105,00 of the original note of $210,00 is owed. Scheduled interest is $3,323 through June 15, 1992. The Division further indicates that repayment terms, not specifically outlined, could be managed on an annual basis but would be difficult if repayment is withheld for five years.
Enactment of H. 4370 would require that Patriots Point Development Authority initially expend approximately $150,000. In subsequent years the Authority would have increased personal service costs and also would still have loan repayment costs.

SUPPORTING AND ENCOURAGING THE RELOCATION OF THE NATIONAL MEDAL OF HONOR MUSEUM TO PATRIOTS POINT NAVAL AND MARITIME MUSEUM IN CHARLESTON HARBOR; URGING THE DEPARTMENT OF PARKS, RECREATION AND TOURISM, THE DEPARTMENT OF EDUCATION, THE SOUTH CAROLINA EDUCATIONAL TELEVISION NETWORK, AND THE CITADEL TO LEND THEIR SUPPORT TO THIS EFFORT; AND EXPRESSING THE INTENTION OF THE GENERAL ASSEMBLY THAT PATRIOTS POINT DEVELOPMENT AUTHORITY USE CERTAIN MONIES TO ASSIST IN THESE RELOCATION COSTS AND THAT THE DIVISION OF GENERAL SERVICES OF THE BUDGET AND CONTROL BOARD RESTRUCTURE PAYMENT OF THE BALANCE OF THE LOAN AUTHORIZED IN ACT 623 OF 1990 FOR A FIVE-YEAR PERIOD WITHOUT THE PAYMENT OF INTEREST.
Whereas, there exists the distinct possibility that the National Medal of Honor Museum will relocate to the Patriots Point Naval and Maritime Museum in Charleston Harbor; and
Whereas, many South Carolinians are enthusiastically in favor of such a move and the Governor has been foremost among them; and
Whereas, as the Governor has eloquently stated:
"The people of South Carolina have a strong and proud tradition of military service and deep respect for American military history. The numerous military installations, a significant retired population, and a substantial number of visitors to South Carolina would bode well for a military history museum. Last year [1990], nearly 300,000 persons visited Patriots Point and the many young people that visit would benefit from the Medal of Honor Society's Education Center.
The relocation of the Medal of Honor Museum to historic Patriots Point would be entirely fitting with the continuing tradition that the National Medal of Honor Society has upheld in honoring those who have shown bravery and courage in battle, many giving `...that last full measure of devotion' -- their lives."; and
Whereas, in order to obtain this very favorable and beneficial relocation of the Medal of Honor Society's national headquarters, museum, and library to the Palmetto State, the State of South Carolina must present to the Medal of Honor Society a comprehensive public and private package of incentives and must work very hard to entice the Society to hold its 1993 convention in Charleston; and
Whereas, if the Medal of Honor Society does decide to locate in South Carolina, its presence would provide the State: (1) international and national prestige and recognition; (2) economic benefits for tourism; and (3) definite educational benefits from the Society's different educational programs and involvement in the educational system; and
Whereas, the State's involvement in the package of incentives would include the following: (1) location of the National Medal of Honor Museum on the deck of the U.S.S. Yorktown at Patriots Point Naval and Maritime Museum; (2) one hundred ten thousand dollars to be provided by Patriots Point Development Authority as a grant to fund moving costs, the construction of displays, museum construction, and office expenses associated with the move; (3) state employment of the Medal of Honor Society Museum director; (4) the Department of Parks, Recreation and Tourism to provide funding of at least ten thousand dollars per year for the necessary advertising of the museum for five years; (5) ETV to be involved in educational programs of the Medal of Honor Society; (6) a Department of Education-sponsored letter-writing campaign and involvement in the 1993 Medal of Honor Society convention; (7) The Citadel to house the Congressional Medal of Honor Society Library; and (8) the Division of General Services of the Budget and Control Board to restructure payment of the balance of the loan authorized in Act 623 of 1990 for a five-year period without the payment of interest (Act 623 of 1990 is the joint resolution authorizing Patriots Point Development Authority to borrow not more than two hundred ten thousand dollars from the State Budget and Control Board state-owned property rent account and providing repayment terms); and
Whereas, the relocation of the National Medal of Honor Museum to Patriots Point Naval and Maritime Museum is a realistic goal which would be of enormous benefit to the State and which requires various state agencies pulling and working together in a concerted effort to make it happen. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the General Assembly of the State of South Carolina, by this resolution: (1) supports and encourages, in the strongest possible terms, the relocation of the National Medal of Honor Museum to Patriots Point Naval and Maritime Museum in Charleston Harbor; (2) urges the Department of Parks, Recreation and Tourism, the Department of Education, the South Carolina Educational Television Network, and The Citadel to lend their support to this effort; and (3) expresses its intention that Patriots Point Development Authority use certain monies, as indicated above, to assist in these relocation costs and that the Division of General Services of the Budget and Control Board restructure payment of the balance of the loan authorized in Act 623 of 1990 for a five-year period without the payment of interest.
Be it further resolved that copies of this resolution be forwarded to the following: the director of Patriots Point Naval and Maritime Museum; the executive director of the South Carolina Department of Parks, Recreation and Tourism; the State Superintendent of Education; the chairman of the State Board of Education; the president and general manager of the South Carolina Educational Television Network; the president of The Citadel; the chairman of the Board of Visitors of The Citadel; the director of Patriots Point Development Authority and the chairman of the Development Authority's governing board; the director of the Division of General Services; and the executive director and the members of the State Budget and Control Board.
